Richard has recently left the Commonwealth public service after a distinguished career in economic policy in the Treasury and the Industry Department. He excels in areas of taxation policy and legislation design, competition, industry and innovation policy.
Richard received two Australia Day Awards in 2001 and in 2002 for his policy and legislative design work on the 2001-02 research and development tax review.
Richard has a deep understanding of international business competitiveness policy issues which impact on innovation, entrepreneurship and productivity growth. He is as recognised domestically and internationally as elected chair of the OECD Committee on Industry, Innovation and Entrepreneurship.
He was previously Chief Economist, Department of Innovation, Industry, Science, Research and Tertiary Education.
